１．子ども達が券を持ってくるので、その券を受け取って、この箱の中に入れて下さい。大きい子どもには小さなスプーンを、小さな子どもには大きなスプーンを渡して下さい。スプーンで取ったボールは子ども達へあげて下さい。※券とは幼稚園内で発行した夏祭りの前売り券・当日券のことです。

「他のお母さんでとても英語の得意な方がいらっしゃる」のであれば
その方にお聞きするのが一番だと思いますが、イヤミにならない程度に
一応、回答致します。
お読みになる方が英語のネイティブの方かどうかわかりませんので平坦な英語です。
1の部分は幼稚園の夏祭りの出店での手順だと思いますので
「チケットと交換にスプーンを子供たちに渡すこと」
「子供たちが得たボールは子供たちが持っていても良い」
というように書きました。
2では「言葉の事は心配しないでください。
英語の上手なお母さんが助けてくださると思います。
私も英語以外ですが、困った事があればお手伝い致しますよ」
というような感じの英語らしい表現にしてみました。
おっしゃりたい事が違う場合はコメント欄にその旨を

よく見たら、後半2.の部分は口頭でも使っていただけると思いますので、
その部分は英会話にも使えます。
ただ、1.は命令文になっていますから、「説明しますね。」
Let me explain,と付けて説明を始めて
First, 最初の文, Second, 次の文というように続けて行けば、会話としても使えると思います。

面と向かって言うなら、you can place(put) the ticket...で始めた方がいいような気がします。2については、そう言わずに拙くても、単語を並べて会話する方がいいような気もします。
どうしても間がアレなら、
I will introduce a good English speaker later.で、その方の紹介を。。。

そうですね。私のは「手順として説明」です。でも、
面と向かって券を箱に入れながら説明の場合でも命令形で良いですよ。
確かに、英語が上手じゃないので...としたい場合はひみつさんのような
方法で、機械翻訳に自分で手を加えて、の方が無難ですよね。
そして、私も気になっているのが「とても英語の得意な方」の
存在です。
始めからその方に、お願いしますと言って頼んだ方がややこしくないと
思うのですが、事情がわかりませんので。。。

英語の話せるお母さん達は他のクラスで他の担当なので離れる事ができないんです。だからある程度の説明だけでもしてあげたら外国人のママも安心すると思いまして…。

余談ですが、うちの近所では、英語より、スペイン語・ポルトガル語・韓国語・中国語などの方がよく耳にします。きれいな英語を心がけるより、相手に伝わるジェスチャーを考える方が便利だったりしますｗ
